Chongqing's textile and garment industry will make 50 billion yuan "big cake" within 3 years, which is the news of the recent China textile industry spanfer (Chongqing) seminar. For such attractive planning, local government officials believe that the formulation of the plan is not utopian. In the coastal area, due to the shortage of labor force and the increase of production costs, the spanfer of textile and garment enterprises to the central and western regions has become a trend.


According to the 2009 China garment industry spanfer report released by the China clothing association, at present, the French group has invested 2 billion 500 million yuan to build "China's western Garment Industrial Park" in Jianyang, Sichuan, and build a new factory in Sichuan to realize the localized production of the brand in Sichuan and radiate the whole western region; YISHION set up a branch in Chengdu to realize localization operation; some of the children's clothing enterprises in Guangdong and Foshan also moved to Sichuan; the Xiushan County of Chongqing city signed a cooperation agreement with the Fujian and Fujian city construction group, and led by the Jiao Jian group to carry out the plan to build an industrial spanfer home in Xiushan for coastal enterprises, and will introduce the production base of clothing, shoes and caps and other products in the industrial park to the industrial park.


Industrial spanfer is on the way


Jiang Hengjie, the standing vice president of the Chinese clothing association, defined the development of the Chinese garment industry as the "second wave" with the basic characteristics of "industrial spanfer". He said that the shift of China's garment industry is fundamentally different from the development of extensive, energy consumption and expansion in the first 30 years. All actions of "new industrial spanfer" should be carried out in the overall framework of international industrial spanfer and China's economic restructuring.


"If the exploration of industrial spanfer in the southeast coastal area to the central and western regions is more spontaneous and independent, the spanfer of industry today is more generally guided by the government's macro strategic layout and the active participation of enterprises. Therefore, capital, technology intensive and high-tech industries are gradually replacing the existing traditional manufacturing industries, which is an inevitable choice for the development of southeastern coastal areas. In the framework of the industrial spanfer, what kind of new identity will the southeast coastal area and the central and western regions get? This will be a key proposition for this change to be answered.


The spanfer of clothing industry to the central and western regions is in line with the national industrial adjustment policy, and has been greatly supported by the governments at all levels in the central and western regions, and under the current policy environment, many preferential policies can be enjoyed. With the preliminary test of some eastern enterprises, the problems they encountered in the process of industrial spanfer also came.


Open policy and more open mind


Chen Bangwei, a senior member of Shanghai textile (Group) Co., Ltd., when talking about the topic of industrial spanfer, said that follow-up services and implementation were one of the most frequently mentioned problems in the spanfer process of many garment enterprises. In fact, some parks even played the slogan "just come over and discuss everything well", and promised to provide corresponding policy support to the enterprises. But whether the promise can be finally fulfilled, whether the industrial policy can be sustained and stable, whether the public services can keep up in time and whether the intellectual property rights can be effectively protected often cause the spanfer enterprises to have doubts.


Just as Chen Bangwei said, a garment company in Ningbo moved the processing plant to Jiangxi, but after more than a year's operation, it has not brought any profit to the company. According to the analysis of the person in charge of the company, they encountered some problems when dealing with banks in Jiangxi. The main reason is that the bank has a gap in the service concept with Ningbo's financial institutions, making it difficult for them to adapt.


"In Ningbo, as long as the enterprise has the strength and meets the relevant regulations, the bank will provide all kinds of related financial services to it, the bank will regard the enterprise as a partner, and regard it as a win-win object; and after we spanferred, the local bank's attitude is very high, and we regard it as a supporting object, which is different from the coastal financial institutions' service concept for 10 years."


Although it is located in the largest textile market in Asia, China's Textile City, but some of the owners of Shaoxing clothing enterprises often complain that the recruitment of enterprises is much more difficult than in Hangzhou. "After all, the women's clothing industry in Hangzhou has already formed a climate. Even though the wages we offer are more competitive, many workers are still willing to stay there." Compared with Shaoxing, where the industrial cluster is located, the matching environment of the textile and garment industry in the central and western regions is more obvious than that of the coastal textile and garment enterprises.


"The cost of spanporting machinery and equipment from coastal areas to the central and western regions is much higher than that in coastal areas. The fabric needed by enterprises is purchased from Guangzhou, Zhejiang, Fujian and other places. The logistics cost is quite large, which objectively leads to the low production efficiency of enterprises. It is very difficult to achieve the characteristics of "small batch, multiple varieties and quick delivery" of clothing products. Therefore, for women's clothing with fast changing trend, there is little chance of achieving industrial spanfer now. A person in charge of a women's clothing company in Hangzhou issued personal views to reporters.


Where are the talents coming from the enterprises?


The low labor cost is one of the important reasons for attracting the textile and garment industry in the coastal areas to move to the Midwest. However, enterprises believe that the local workers' technical level is difficult to meet the needs of the company.


Taking into account the geographical advantages and cost advantages of Baodi, Tianjin, Mr. Zhang, who has studied abroad for many years and served as the production director of the famous clothing enterprises in China, opened his own high-end men's clothing processing factory in Baodi last year. But there, Mr. Zhang encountered some problems. After two months of pre training, the novice basically grasped the technical essentials of production and operation, but in the following period, a few of the hundred workers who had graduated had appeared. The most taboo in assembly line production is the break of the intermediate process, which will directly affect the progress of production. The frequent replacement of operators will not guarantee the continuity of the process and will affect the stability of product quality. In addition, different from the developed areas of textile and clothing, there is a certain gap between employees' perception of high quality and high-end clothing and managers. "I have worked in Zhejiang, Shandong and other areas, and after careful study of their clothing patterns and crafts, they are now the backbone of the enterprises, but some of the new generation of employees here are unwilling to learn more skills, and they regard business training as an additional burden." Mr. Zhang is rather helpless.  


At present, the shortage of general technicians, faults and senior technicians in the textile and garment industry of the Midwest is more prominent. This makes some textile and garment enterprises that invest in the central and western parts of China fall into the predicament of "product orders, production of non skilled workers". In the increasingly large number of spinning and weaving enterprises that invest and build factories in the west, the shortage of senior technicians will not be greatly improved in the short term.


Yin Guoxin, vice president of the China Textile Import and Export Chamber of Commerce, looks at the fact that many preferential policies are good, but lack of clear guidance. Many leaders are unable to answer the local advantages such as spanportation, human resources and industrial foundation. Local governments should provide more spanparent and pertinent information for enterprises to refer to. If the government guides them, they can keep high and low-grade enterprises with global competitiveness in China. As a result, the Middle East can continue to develop high-grade brands, and the Midwest is characterized by low and medium grade.
