Xinjiang'S Textile And Garment Industry Has Entered The Fast Track Of Development, And Its Agglomeration Effect Has Been Highlighted.
In recent years, Xinjiang has made full use of its advantages in resources, opening to the west, and a series of policy advantages.
Xinjiang textile and clothing
Industry is stepping into the fast lane of development, and the effect of industrial agglomeration is prominent.
By the end of 2014, Xinjiang's cotton spinning scale had reached 7 million 600 thousand spindles, 670 thousand tons of viscose fiber, 440 thousand tons of cotton yarn, 550 thousand tons of viscose fiber and 21 million 490 thousand garments. It has formed five industrial clusters of Urumqi, Changji, Shihezi, Kuitun, Korla, Yuli, Akesu, alar and Kashi.
On this basis, the industrial cluster development pattern of "three cities and seven gardens" was initially formed.
The advantages of developing textile and garment industry are unique. "Xinjiang has special advantages and industrial bases such as raw materials, electricity prices, land, location, and passageways, and has market demand at home and abroad. The advantages and conditions of opening to the West are irreplaceable in other provinces and cities."
In October 16th, NiGuti Smayi, director of the Investment Promotion Bureau of the autonomous region, said.
According to the statistical bulletin of national economic and social development in 2014, the output of cotton in the whole country was 6 million 161 thousand tons in 2014, of which Xinjiang's cotton output was 4 million 510 thousand tons, accounting for 73% of the total cotton output in the country.
Abundant cotton resources laid the foundation for the development of Xinjiang's textile and garment industry.
This year, the State Council promulgated the guiding opinions on supporting the development of Xinjiang's textile and garment industry to promote employment. The autonomous region has also formulated a series of special industrial policies, including the establishment of special funds for the development of textile and garment industry with a scale of about 20 billion yuan, special preferential tax policies, preferential tariff reduction, textile and clothing subsidy, Cotton Subsidy in Xinjiang, training of employees and social security subsidies, support for centralized construction of printing and dyeing wastewater treatment facilities, increased support for Southern Xinjiang and increased financial support. The implementation of special preferential policies has created unprecedented "policy depression" for Xinjiang to develop textile and garment industry.
In order to vigorously promote the development of textile and garment industry, Xinjiang prefecture has formulated a series of preferential policies according to its own actual conditions.
Han Weiguo, deputy director of the administrative committee of Akesu textile industrial city (Development Zone), introduced that in order to attract enterprises to settle down, the textile industrial city of Akesu built up a scale of 50 thousand spindles for every textile enterprise in the Development Zone, and placed a cotton ginning plant. For the textile and garment enterprises entering the Development Zone, the professional and technical personnel and managerial personnel could be introduced to settle down the household registration, arrange their children's schooling, and provide necessary financial support for the development of the textile and garment industry.
Liu Chengjun, director of the Korla economic and Technological Development Zone CMC, said that the Korla economic and Technological Development Zone will provide loans and financial discount to the textile and garment enterprises, and further subsidize the freight pportation and pportation costs of Xinjiang products.

And many other subsidy policies.
The enthusiasm of enterprises to invest in Xinjiang is high. The implementation of a series of preferential policies in developing textile and garment industry in Xinjiang has raised the upsurge of textile and garment enterprises' investment in Xinjiang.
In October 16th, at the 2015 China Keqiao International Textile Fair, the delegation of Xinjiang signed 9 items of textile and garment industry, with the signing amount of 12 billion 970 million yuan.
On the same day, Xinjiang Tianhong foundation Textile Co., Ltd. signed a 1 million spindle production project with Kuitun Dushanzi economic and Technological Development Zone.
"In May this year, Tianhong Group conducted a intensive inspection of the" three cities, seven gardens and one center "of Xinjiang textile industry, and decided to invest 3 million yuan in Xinjiang's overall investment plan. First, the scale of 1 million spindles production in Kuitun was built, with a total investment of about 5 billion yuan, and the annual output of 200 thousand tons of differentiated yarn can reach the post of 5000 local people, which will effectively boost the local economic development.
Tianhong Group financial controller, Lu Rong said.
Zhejiang Zhongda Group International Trade Company has organized two visits to Akesu to conduct in-depth understanding of Akesu's policies on developing the textile and garment industry.
The company's president, Tom bey, said that the company is planning to build a cotton yarn factory in Xinjiang. At present, the raw materials used for the production of clothing are purchased back, and the construction of a cotton yarn factory can extend the company's industrial chain.
Reporters learned that, at present, there are more than 40 well-known domestic and foreign enterprises in Xinjiang to invest in factories.
NiGuti Smayi said that in the future, the Investment Promotion Bureau of the autonomous region will revolve around clothing, cotton textile, wool textile, knitting, chemical fiber, printing and dyeing.
Carpet
We should increase investment and encourage investment in all kinds of social capital. We will focus on attracting the leading enterprises in the eastern region and leading enterprises in the whole industrial chain to enter the territory. We will strive to basically build an important national cotton spinning industrial base in 2020, a clothing and apparel production base in Northwest China and the Silk Road economic belt core area and a distribution center for westward exports.
Experts recommend that the international market should be expanded. At present, Xinjiang has initially formed a textile and garment industry system dominated by cotton spinning and viscose fiber. It has the advantages of cotton resources, land, energy, and industries such as Xinjiang and Xinjiang, and has a good foundation for developing textile and garment industry.
But at the same time, it also faces challenges such as high labor costs, low labor productivity, high pportation cost away from the main selling market, lagging development of supporting industries, and lack of technical talents. The existing advantages have not yet been turned into industrial advantages.
Xu Wenying, vice president of the China Textile Industry Federation, believes that although Xinjiang has initially formed a textile and garment industry system dominated by cotton spinning and viscose fiber, it has different trends in the steady growth of the profit rate of the textile industry in China. The profit margins of Xinjiang textile industry fluctuate greatly, and are significantly lower than the average level of the industry.
On the one hand, due to the excessive concentration of industry in cotton spinning and viscose industry, the correlation between profit level and the fluctuation of raw material market is very large. On the other hand, the scale of enterprises is generally small, the technology strength is lacking, the ability of independent innovation is weak, the added value of products is low, the pportation cost is high, and the development of supporting industries is lagging behind.
It is the key to the development of local textile industry to pform Xinjiang's advantages of cotton resources, land, labor, location, energy, and industries such as the aid of Xinjiang, Xinjiang and Xinjiang into industrial advantages.
"At present, the state and autonomous regions have issued a number of preferential policies, far more than before."
Xu Wenying suggested that the development of Xinjiang's textile and garment industry must be carried out to the terminal, and we should speed up and improve the output and quality of clothing, carpets, embroidery and other end products with ethnic and regional characteristics.
At the same time, we should give full play to the geographical convenience and port and cultural advantages of Xinjiang's opening to the west, and accelerate the expansion of the international market.
Zhang Yuwen, President of Zhejiang Federation of enterprises, believes that Xinjiang is the most preferential policy for the development of the textile and garment industry in the whole country.
Although the development of Xinjiang's textile and garment industry started late, the industrial cluster effect has been formed. Now the textile industry is the main one. The next step should be to extend the industrial chain in the direction of yarn, fabric, printing and dyeing, clothing and so on. The longer the industrial chain extends, the higher the added value of the product will be, and the stronger the employability will be.
In addition, in order to solve the market problems, Xinjiang should intensify its opening to the West and develop to Central Asia, Western Asia and Europe.
In the future, Zhejiang's excellent textile and garment enterprises will work together with Xinjiang local enterprises to jointly develop the Central Asian and Western Asian markets.
