In March 12, 2020, the United States Trade Representative Office (USTR) announced the second batch of product exclusion notice under the list of 300 billion tariff products. The first batch of 8 Tax numbers (5 of them were textile and garment tax numbers, as shown in the table below) were completely excluded. This time, we excluded the new tax numbers 3926.90.9990, 6307.90.9889, 8479.89.6500 and 9004.90.0000. Excluding products, they are all medical related products, including 1 Tax numbers for textile and clothing products: 6307.90.9889. The excluded products will no longer be subject to a 7.5% tariff when they export to the United States. The validity of the excluded products specified in this notice is from September 1, 2019 to September 1, 2020.

In August 20, 2019, the US Trade Representative Office (USTR) decided to levy a 10% tax on Chinese goods with an annual trade volume of about $300 billion. The additional duties of the products listed in the action list A came into effect on September 1, 2019. In August 30, 2019, USTR decided to raise the additional tax rate from 10% to 15%. In January 22, 2020, USTR decided to reduce the tax rate from 15% to 7.5%. Listing B has not yet been introduced.

The description and HS code of textile and apparel products excluded are as follows:

1) 6307.90.9889: disposable cold package, instant heat absorption chemical reaction cold package, composed of textile outer lining;

2) 6307.90.9889: artificial fiber fabric disposable shoe boot;

3) 6307.90.9889: eye compressions. Each cover is made up of fabric covers filled with carbon dioxide or gel beads, with or without hooks.

4) 6307.90.9889: disposable masks made of textiles.

5) 6307.90.9889: gel pads made of textile materials, each with removable fabric sleeves, with a heart-shaped, circular or quadrant shape.

6) 6307.90.9889: thermal packaging of disposable textile materials (exothermic chemical reaction);

7) 6307.90.9889: open cotton sponge;

8) 6307.90.9889: patient restraint belt or seat belt made of textile material, hook ring or ladder lock fastener;

9) 6307.90.9889: disposable blood pressure cuff textile material;

10) 6307.90.9889: disposable medical masks made of textile materials;

11) 6307.90.9889: disposable stethoscope cover;

12) 6307.90.9889: Cotton rectangular or rectangular woven gauze sponge.
