The conference first introduced the quality of import and export products, food, special equipment, product quality complaints and recall in the first half of this year, and analyzed the reasons for the quality problems and the measures to be taken by the quality inspection system.

In terms of import and export commodities, the 4 million 902 thousand and 400 batch of inspection and quarantine cargo was examined and approved by the national entry exit inspection and quarantine department. The value of the goods was 612 billion 249 million US dollars, the batches failed rate was 2.89%, and the unqualified rate was 10.24%.

In the import and export of food, the total number of imported and Exported Foods totaled 24 billion 930 million US dollars and 493 thousand batches in the whole country. A total of 1398 batches of imported food products with quality and safety items were detected. They were destroyed or returned for pportation respectively. The unqualified items included unqualified quality, excessive animal and animal residues, excessive food additives, biological toxins and microbial contamination.

For special equipment safety, there were 84 accidents involving special equipment (including related accidents), 79 deaths and 62 injuries. The main causes of the accident were illegal operation, illegal production (manufacture, repair, alteration, filling), use, poor management, hidden trouble of equipment, etc.

In respect of product quality complaints and recall, the national quality and technology supervision department accepts 386 thousand and 500 complaints and reports, and answers 29 thousand related questions about product quality related to enterprises, users and consumers, and accepts consumers' complaints.

In the recall of vehicles, there were 83 vehicle recalls, involving 1 million 148 thousand and 300 defective cars, and the number of recalls increased by 25.8% over the same period last year.

In the aspect of law enforcement and counterfeiting, the national quality inspection system focuses on the pformation of the service economic development mode, safeguards and improves people's livelihood. It focuses on the "quality inspection sword" action focusing on agricultural materials, building materials, automobiles and their accessories, gasoline and diesel and consumer goods, and the special action and key area renovation of "doubles".

In the first half of this year, 27 thousand cases of quality violations were investigated and the value of products involved was 2 billion 600 million yuan. 832 major cases were investigated and 244 Cases were pferred to public security organs.

In terms of basic quality work, 300 national standards were approved, 44 mandatory standards, 255 recommended standards, and 1 guiding documents.

Actively promote the "100 energy efficiency standards promotion project" related work, issued the "household gas cooker energy efficiency limits and energy efficiency rating" and other 7 energy conservation and water conservation standards.

As of May 31st, 372965 valid certificates of CCC were issued by certification bodies, and 563373 certificates of management system.

As of June 30th, there were 96593 certificates of effective food and agricultural products in China.

In response to the quality problems of the first half of the year, Li Jing said that the quality inspection department will take 4 measures to promote the quality of our work.

First, we should conscientiously push forward the reform and standardization of the administrative examination and approval system of quality inspection system, intensify the abolition and decentralization of administrative examination and approval, speed up the establishment of a unified national mandatory standard system, improve the mandatory standard setting procedure, and establish a statistical reporting system for examination, evaluation system and implementation.

Two, we should actively and steadily organize the implementation of government quality work assessment, give play to the guidance, supervision and incentive role of assessment, and guide governments at all levels to accept the drastic pformation of assessment to promote the development momentum, thereby promoting the pformation of the mode of economic and social development.

Three, we should actively promote the work of energy saving and emission reduction in 12th Five-Year by means of standards, metrology, certification and testing.
